Sudpay, a startup founded in 2014 in Senegal by two young entrepreneurs, Samba Sow, a computer scientist and Pathé Faye, developer, specialises in mobility and ticketing solutions, develops service platforms (digital ticketing, collection of financial resources, etc.) and electronic payment platforms (multi-operator payment) adapted to African realities. Among them, Townpay, a mobile application for Senegalese municipalities is launched in 2017 as an automated digital solution to collect local taxes from small businesses and merchants. Its purpose to is fight against fraud and improve tax recovery rates. To do this, Townpay provides collectors with "proprietary" mobile terminals, NFC card merchants or labels, and municipalities with dashboards to track tax collection. Thanks to a collaboration with local mobile operators (Orange / Sonatel, Tigo, Expresso Telecom), merchants are then able to pay their taxes directly, using mobile money. As of July 2018, seven municipalities and more than 2 600 merchants used Townpay to collect approximately 5.5 dollars per merchant per day. Beyond digititalisation and improving the tax collection process, TownPay aims at promoting digital and financial inclusion among mostly informal traders across the country.
